Il n'est pas certain que cette information signale un changement de première importance : le fonds Chine-Afrique (China-Africa Fund for Industrial Cooperation ou CAFIC) est doté de dix milliards de dollars et le fonds Chine-Amérique latine et caraïbe (China-LAC Industrial Cooperation Investment Fund) de trente, soit en tout quarante milliards de dollars, bref, un capital très limité.
